Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are delivered from different nations. Significant resources is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by timely intelligence. From vantage locations, defense planes that had been dispatched to counter approaching cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a incoming threat. This was a advanced protection mechanism at work, presumably provided by allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: possibly the hostile projectile won't cause damage this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Soon after, a heavy machine gun engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a reliance that regional partners are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new initiative from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This cycle will, no doubt, endure.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the near future.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its benefit.
Current Realities
Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a only one week to kill the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
